Survey of Economic Operators on the Revision of the EU Drug Precursors Regulation

The survey is part of a Study that an international consortium – involving Economisti Associati, Tetra Tech and Intellera Consulting - is conducting for the European Commission. The Study should contribute to the Commission’s impact assessment on the review of EU Drug Precursors Regulations, namely: 

  • Regulation (EC) No 273/2004 of the European Parliament and of the Council of 11 February 2004 on drug precursors
  • Council Regulation (EC) No 111/2005 of 22 December 2004 laying down rules for the monitoring of trade between the Community and third countries in drug precursors 

The general objectives of this initiative are to reduce the availability of drug precursors for illicit drug manufacturing by preventing the diversion and trafficking of drug precursors, ensure the smooth functioning of the EU single market, and ensure external trade is legitimate trade.

The purpose of this survey is to gather feedback from economic operators on the functioning of the EU Drug Precursor Regulations and possible options for revision. More specifically, we aim to validate our understanding of issues, estimate the cost of the present system and possible effects of measures under consideration.
